Extends the California Memorial Scholarship Program deadline for the California Victim Compensation and Government Claims Board to identify eligible persons (dependents of California residents killed in the September 11, 2001 terrorist attacks) from July 1, 2003 to July 1, 2015.

Requires the Board to use multiple identification methods including media outreach, written notifications to previously identified persons and family members, and communication with the federal September 11th Victim Compensation Fund Special Master.

Changes the participation agreement deadline from July 1, 2005 to July 1, 2016 for eligible persons to execute agreements with the Scholarshare Investment Board.

Extends the reversion date for remaining scholarship funds to the Antiterrorism Fund from July 1, 2015 to July 1, 2026 (or the participant's 30th birthday, whichever occurs last).

Takes effect immediately as an urgency statute to address the higher education expenses of September 11 dependents not currently receiving scholarships.
