Amends the Public Safety Officers Procedural Bill of Rights Act and the Firefighters Procedural Bill of Rights Act to require that officers and firefighters interviewed regarding another officer's investigation have the right to representation if the interrogation focuses on matters that may result in punitive action against them.

Specifies that representatives must be reasonably available for reasonably scheduled interrogations and may be present at all times during the interrogation or interview, with protections against disclosure of information received during the investigation.

Clarifies that the representation requirement does not apply to counseling, instruction, informal verbal admonishment, routine contact with supervisors, or investigations solely concerned with alleged criminal activities.

Establishes that if the Commission on State Mandates determines the bill creates state-mandated local program costs, reimbursement shall be made pursuant to existing statutory procedures under Part 7 of Division 4 of Title 2 of the Government Code.
