SB 396 Summary

• Repeals unenforceable provisions of Proposition 187 that were struck down by federal courts as unconstitutional and preempted by federal law
• Eliminates Education Code sections restricting illegal aliens from public school education at elementary, secondary, and post-secondary levels
• Removes Government Code and Health and Safety Code provisions that made illegal aliens ineligible for public social services and public health care services
• Repeals Penal Code section 834b and related provisions requiring state and local agencies to report suspected illegal aliens to the Attorney General
• Effective September 15, 2014
