Requires water purveyors to install individual water meters or submeters in newly constructed multiunit residential and mixed-use structures that apply for water service after January 1, 2017, to measure water supplied to each dwelling unit.

Establishes landlord requirements for submeter operation including inspection/testing compliance, tenant access for readings, water conservation fixture standards, and prohibition on charging tenants additional submeter fees.

Mandates landlord disclosures to tenants prior to rental agreement execution regarding separate water billing, estimated monthly charges, billing procedures, and tenant rights to verify submeter accuracy.

Limits what landlords can charge tenants for submetered water to volumetric usage at water purveyor rates, proportional share of fixed charges, and administrative fees not exceeding $4.75 or 25% of usage charges.

Exempts low-income housing, student dormitories, long-term health care facilities, time-share properties, and residential care facilities from submeter installation requirements; allows Department of Housing and Community Development to develop building standards for submeter installation in multiunit buildings.
