Redefines "organized camp" to include "organized resident camp" and "organized day camp," with organized day camps limited to daytime hours (6 a.m. to 8 p.m.) and overnight field trips not exceeding two consecutive nights.

Requires organized camps to register annually with the local public health officer and submit a written operating plan or American Camp Association accreditation verification at least 60 days before operation.

Mandates fingerprint-based criminal background checks for all camp employees and volunteers under 28 years of age who may have contact with children, and for those 28 and older through the Department of Justice.

Authorizes local public health officers to charge fees for plan review, compliance investigations, and complaint appeals, not to exceed actual costs, and establishes a 45-day review timeline with deemed approval if no determination is issued within 60 days.

Makes violations of registration, operating plan, and background check requirements misdemeanors, and allows local health officers to investigate complaints within 30 days if not deemed willfully harassing or without reasonable basis.
