Requires each general acute care hospital to establish a committee that reviews the reliability of its patient classification system at least annually to ensure it accurately measures patient care needs

Mandates that at least 50% of committee members be registered nurses providing direct patient care, appointed by the nurses' bargaining agent if one exists, or by the nursing administrator if no bargaining agent is present

Requires the California Department of Public Health to inspect general acute care hospitals for compliance with nurse-to-patient ratios during every periodic state inspection

States the Legislature's intent to supersede specified provisions of Title 22, California Code of Regulations Section 70217 relating to patient classification systems
