CA SB466

Establishes the California Institute for Criminal Justice Policy to conduct cost-benefit analyses and develop rankings of crime prevention, rehabilitation, and recidivism reduction programs in California.

Requires the institute to consult with the University of California, university-based rehabilitation program experts, and other appropriate entities in conducting its research and analysis.

Requests the University of California to house the institute to facilitate independent, nonpartisan research on criminal justice and public safety issues.

Becomes operative only after the Director of Finance determines that sufficient private funds have been deposited to support startup and operational activities for one year, and remains inoperative until funding is appropriated in the annual Budget Act.

Repeals on January 1, 2018, unless extended by statute enacted before that date.
