Permits tarping systems and all nonproperty carrying devices to extend 3 inches on each side of vehicles, in addition to existing allowances for door handles, hinges, and aerodynamic devices.

Defines "aerodynamic device" as technology that minimizes drag and improves airflow on tractor-trailer vehicles, including gap fairings, side skirts, and rear fairings, provided they do not adversely impact swept width, turning characteristics, or serve primarily for advertising.

Exempts aerodynamic devices extending no more than 5 feet beyond a vehicle's rear from length calculations if they cannot damage vehicles or injure passengers and do not obscure required safety devices like tail lamps, turn signals, or hazard markings.

Specifies that tarping system components including front transverse structures (up to 108 inches wide), side rails, rear doors, and wings may extend 3 inches on each side of the vehicle.
