Extends the application deadline for gambling licenses from 30 to 45 calendar days after receiving a commission order.

Expands limited partnership exemptions from licensing requirements to include card clubs located on or contiguous to racetrack grounds that are or were previously active for horse racing before January 1, 2012.

Creates exemption for persons licensed or with pending applications before February 1, 2013 who have financial interests in closed prohibited gambling operations, provided they divest within 3 years if the closed business reopens and resumes prohibited gambling.

Prohibits cross-promotion and marketing between prohibited gambling operations and licensed gambling establishments during the 3-year divestment period, and restricts capital improvement funding from gaming revenues.

Specifies that exempted persons must notify the commission within 30 days if a business in which they have financial interest begins prohibited gambling operations.
