Requires the Department of Transportation to submit an interregional transportation strategic plan to the California Transportation Commission by June 30, 2015, aimed at achieving a balanced interregional transportation system.

Changes the interregional transportation improvement program development process to require submission of a draft 5-year program by October 15 of each odd-numbered year, with public hearings by November 15 and final submission by December 15.

Requires the department to prepare a robust asset management plan (in phases, with first phase by 2016) to guide selection of state highway operation and protection program projects, subject to commission approval.

Mandates the department specify capital budgets and projected delivery dates for each major state highway project component and report quarterly to the commission on approved budgets compared to actual expenditures.

Authorizes the California Transportation Commission to prescribe study areas and establish guidelines for updates to the California Transportation Plan beginning with the 2020 update.
