Requires the Attorney General to maintain ammunition transaction information and vendor licenses, and authorizes law enforcement to disseminate ammunition purchase facts to domestic violence victims under specified conditions.

Establishes the Prohibited Ammunition Purchaser File, commencing July 1, 2016, by cross-referencing persons prohibited from possessing firearms with ammunition transaction records.

Extends ammunition sales regulations to all ammunition (not just handguns), requiring face-to-face transactions and licensing of ammunition vendors starting July 1, 2016, with violations as misdemeanors.

Requires ammunition vendors to submit transaction records to the Department of Justice, which maintains a five-year Ammunition Purchase Records File accessible to law enforcement for legitimate purposes.

Creates the Ammunition Vendor License program with application process starting January 1, 2016, and vendor licensing requirement by July 1, 2016, with fees deposited in the Ammunition Vendors Special Account.
