Requires chronic dialysis clinics, surgical clinics, and rehabilitation clinics to comply with specified federal certification standards until the State Department of Public Health adopts state regulations, with provisions expiring January 1, 2018.

Requires intermediate care facilities for individuals with developmental disabilities to comply with federal certification standards for intermediate care facilities until state regulations are adopted, with provisions expiring January 1, 2018.

Authorizes multiple congregate living health facilities to operate in a single multifloor building at four specified McClellan Air Force Base locations if each facility is separated by walls or permanent partitions and has local health department and county supervisor support.

Requires the State Department of Public Health to conduct a public hearing by July 1, 2017, and submit a report to legislative committees on whether federal certification standards are sufficient as a basis for state licensing standards for clinics.

Specifies that no state reimbursement to local agencies is required because any costs result from changes to crime definitions or penalties.
