Adds Section 7599.56 to the Business and Professions Code allowing alarm company contracts for services or activities authorized by the Alarm Company Act to be conducted by electronic means.

Makes the Uniform Electronic Transactions Act (UETA) applicable to electronic records and signatures for alarm company transactions, notwithstanding existing UETA exclusions for home solicitation contracts.

Requires alarm company electronic contracts to comply with cancellation periods, statements, and disclosures that apply to home solicitation contracts, with signatures and notices permitted to be provided electronically.

Excludes contracts for goods or services conducted by persons licensed, certified, or registered under the Alarm Company Act from the definition of "home solicitation contract" in Civil Code Section 1689.5.
