Establishes the Commission on Oversight Efficiency and Quality Enhancement Models to investigate methods for unified oversight and quality enhancement processes for developmental disabilities services programs licensed by the Community Care Licensing Division.

Commission composition includes 12 members appointed by the Senate Committee on Rules, Speaker of the Assembly, and Governor (with Senate consent), plus nonvoting ex officio members from the State Department of Developmental Services, State Department of Social Services, and California Health and Human Services Agency.

Requires the commission to develop a uniform data collection strategy providing reliable and actionable data from multiple stakeholder perspectives, and to review current regulations and statutes in Titles 17 and 22 of the California Code of Regulations to identify improvements.

Commission shall convene no sooner than July 1, 2016, hold public meetings in northern and southern California, solicit public input by September 30, 2016, and submit a final report with regulatory and statutory recommendations by December 31, 2017.

Section expires and is repealed on January 1, 2019, unless extended by statute enacted before that date.
