Establishes a pilot program authorizing the Governor to enter into pay-for-success contracts with service providers where the state only pays if predetermined measurable outcomes are achieved.

Allows social impact partnerships to address policies not currently funded by the state, improve outcomes in existing programs, reduce recidivism, and reduce child abuse and neglect in at-risk and foster children.

Requires all pay-for-success contracts to be submitted to the Legislature as part of the Governor's proposed budget and mandates use of independent evaluators to measure program success.

Prohibits social impact partnerships from displacing state employees or replacing existing state programs, and requires the State Treasurer to separately account for approved contract funds.

Repeals the entire program on January 1, 2020.
