Requires the State Park and Recreation Commission to meet at least quarterly with geographic balance in meeting locations, and authorizes live internet broadcasting and videoconferencing of meetings.

Expands commission duties to evaluate and assess the department's proposed capital outlay and infrastructure expenditures, and requires the annual report to identify budgetary requests for consideration by the director.

Authorizes the commission to conduct public meetings or hearings on all matters within the department's jurisdiction, including revenue generation, public-private partnerships, and concession agreements.

Requires the Department of Parks and Recreation to provide the commission six months' advance notice before closing any state park on or after the 2014-15 fiscal year, allowing the commission to propose alternatives.

Establishes that the Department of Finance shall create a separate line item in the annual Budget Act for any appropriations to the commission proposed by the Governor or appropriated by the Legislature.
