State Air Resources Board must complete a comprehensive strategy to reduce short-lived climate pollutant emissions in California by January 1, 2016

Strategy must include an inventory of sources and emissions, identify research needs and data gaps, and identify existing and potential control measures

State board shall prioritize measures offering co-benefits such as improving water quality, reducing other air pollutants, and benefiting disadvantaged communities

State board must consult with experts from academia, industry, and community on current controls, opportunities, challenges, and recommendations for reducing emissions

State board must hold at least one public workshop during strategy development; short-lived climate pollutants defined as atmospheric agents with relatively short lifetimes (days to decades) and greater warming influence than carbon dioxide
