Requires modified limousines to have at least two rear side doors and push-out windows for emergency exits, with specific placement requirements for vehicles modified on or after July 1, 2015.

Imposes an inspection fee collected by the Public Utilities Commission to cover Highway Patrol inspection costs, deposited into the Motor Vehicle Account in the State Transportation Fund.
