Requires the Department of Transportation to certify that all required statements, resolutions, and documentation for grant fulfillment have been received when issuing a grant award.

Allows grant recipients to begin their airport improvement projects immediately upon receiving the department's certification.

Provides a 45-day grace period for applicants to submit any additional documentation the department later determines is needed.

Protects applicants from losing grant eligibility during the 45-day period if additional documentation is required after the initial certification.
