Department of Parks and Recreation must prepare a report by July 1, 2015 on energy costs, cost-reduction projects, and potential energy-related infrastructure projects eligible for funding from market-based compliance mechanisms.

Department must establish a pilot program for mobile food and beverage services in multiple state park units and locations until January 1, 2018, and report on suitability, visitation increases, and visitor satisfaction by that date.

Department must establish a minimum of 2 additional regional park passes by December 31, 2015 available for purchase through the department's website, park offices, or other vendors.

Department is authorized to increase park pass sales through vendors and must report by July 1, 2016 on efforts to inform vendors and document fiscal benefits generated.

State Park and Recreation Commission's costs must be separately displayed in the Governor's annual budget, and commission must hold public hearings to select annual "projects of the year" funded by taxpayer contributions to the State Parks Protection Fund.
