Creates the Clean Technology Innovation Account within the Greenhouse Gas Reduction Fund to be funded annually through the Budget Act with moneys from the Greenhouse Gas Reduction Fund or other sources.

Authorizes the Governor's Office of Business and Economic Development to use account funds to evaluate new technologies and products for greenhouse gas reduction potential and provide grants to technologies confirmed to reduce emissions that need commercialization assistance.

Requires the Governor's Office of Business and Economic Development to establish a Science and Business Review Committee with representatives from seven state agencies and departments to provide technical expertise and assist in developing evaluation criteria, funding priorities, and grant program guidelines.

Limits administrative costs to no more than 5 percent of appropriated moneys and requires the office to hold public meetings and publish draft guidelines at least 30 days before finalizing grant program guidelines.

Removes provisions authorizing grants to third-party entities operating clean technology incubators, accelerators, and entrepreneurial support programs that were in earlier versions of the bill.
