Ratifies the tribal-state gaming compact between California and the Fort Independence Indian Community of Paiute Indians, executed February 28, 2013, under the federal Indian Gaming Regulatory Act of 1988.

Exempts from California Environmental Quality Act (CEQA) review: execution of the gaming compact and its amendments, intergovernmental agreements between the tribe and local/state agencies, on-reservation compliance impacts, and sale of compact assets or creation of special purpose trusts.

Clarifies that the CEQA exemptions apply only to the specified tribal gaming compact actions and do not exempt cities, counties, or the Department of Transportation from CEQA requirements in other contexts.

Takes effect immediately as an urgency statute to support the Fort Independence Indian Community's economic development, long-term stability, and self-sufficiency.
