Exempts advertising displays on public property at publicly owned multimodal transit facilities that serve passenger rail and function as high-speed train stations from most provisions of the Outdoor Advertising Act.

Requires local ordinances regulating such displays to address sign quantity, maximum area, separation distance, illumination restrictions, and hours of operation.

Prohibits advertising for tobacco, firearms, or sexually explicit material on exempt displays, which must be located within 1,000 feet of a transit facility entrance on the same side of the highway.

Mandates that all revenues from these advertising displays, beyond erection costs, support construction, operations, and maintenance of the multimodal transit facility.

Requires High-Speed Rail Authority certification that proposed displays and local ordinances meet minimum requirements, with $10,000 per day civil fines for failure to remove advertising copy if federal highway funding is threatened.
