Extends protections for dedicated veterans facilities from counties to cities, cities and counties, and nonprofit veteran service agencies

Prohibits revocation of facility dedications to veterans associations, service organizations, or nonprofit veteran agencies if terms are not violated, unless substitute facilities are provided or the organization consents or abandons use

Adds protection that temporary relocation for seismic retrofitting or remodeling does not constitute abandonment of facilities

Allows political subdivisions to lease property to veterans associations, service organizations, or nonprofit veteran agencies for up to 20 years at nominal or fixed rental rates

Permits counties to provide and maintain veterans buildings, memorial halls, parks, and recreation centers through various funding mechanisms including special taxes, bonds, and joint ventures with cities
