Expands trustline provider registration requirements to include any person 18 years or older who is "otherwise responsible for engaging with children" in ancillary day care centers, not just those providing direct care or supervision.

Removes previous care provider-to-child ratio requirements (4:1 for infants, 10:1 for toddlers/young children, 15:1 for older children) that were previously mandated.

Requires ancillary day care centers to maintain at least one care provider who is 18 years or older present at all times and ensure at least one provider has pediatric first aid and CPR training.

Establishes health and safety protocol requirements for ancillary day care centers, including incident notification procedures and emergency medical services guidelines.

Makes an appropriation to the State Department of Social Services for trustline registry processing and maintenance related to these providers.
