Adds code enforcement officers, as defined in Penal Code Section 829.5, to the list of public employees whose home addresses are confidential in Department of Motor Vehicles records upon request.

Extends existing confidentiality protections and exceptions (disclosure only to courts, law enforcement, State Board of Equalization, and attorneys in civil/criminal actions) to code enforcement officers' residential information.

Makes legislative findings regarding the case of Cynthia Volpe, a code enforcement officer murdered in 1992 after a perpetrator obtained her home address through Department of Motor Vehicles records.

Designates the act as the "Cynthia Volpe Act" in honor of the Bakersfield code enforcement officer who was killed along with her husband and mother.
