Authorizes the Department of General Services, Department of Corrections and Rehabilitation, and local agencies to use design-build procurement for public works projects exceeding $1,000,000 until January 1, 2025, using either low bid or best value selection methods.

Establishes apprenticeship requirements for design-build projects, with skilled journeysperson percentages increasing from 20% (January 1, 2016) to 60% (January 1, 2020) for work in apprenticeable occupations.

Requires design-build entity qualifications to be certified under penalty of perjury, including information on ownership, experience, licenses, bonding capacity, safety records, and workers' compensation history.

Allows the Marin Healthcare District to use design-build for hospital and health facility construction projects, and authorizes the San Diego Unified Port District to use design-build for building projects exceeding $1,000,000.

Consolidates and repeals existing design-build statutes to eliminate inconsistencies, with all new design-build authorizations set to expire January 1, 2025.
