Authorizes Contra Costa County's Board of Supervisors to appoint the public administrator by ordinance rather than requiring election to the position.

Allows Contra Costa County to appoint the same person to serve as both public administrator and public guardian.

Permits Contra Costa County to separate the consolidated offices of district attorney and public administrator at any time to implement these appointment changes.

Adds Contra Costa County to the list of counties (including Amador, Glenn, Kings, Lassen, Monterey, Solano, Sonoma, and Ventura) authorized to consolidate the public administrator and public guardian positions.
