SB 808 Summary

• Requires persons manufacturing or assembling firearms beginning July 1, 2016 to apply to the Department of Justice for unique serial numbers and affix them to the firearms within 10 days.

• Requires persons owning unserialized firearms as of July 1, 2016 to apply for serial numbers by January 1, 2017 and affix them within 10 days of receipt.

• Prohibits sale or transfer of ownership of firearms manufactured or assembled under this chapter, except to law enforcement agencies for destruction.

• Makes it a misdemeanor to knowingly aid or facilitate firearm manufacture or assembly by prohibited persons, with penalties up to one year imprisonment and $1,000 fine for handguns, six months and $1,000 fine for other firearms.

• Requires applicants to pass a firearms eligibility check, prove age and identity, and possess a valid firearm safety certificate; allows Department of Justice to charge fees to cover administration costs.
