Transfers responsibility for developing and adopting building standards for freestanding hospice facilities from the Office of Statewide Health Planning and Development to the Office of the State Fire Marshal, with consultation between the two offices.

Requires freestanding hospice facilities to comply with federal Medicare conditions of participation (42 C.F.R. Part 418) until state building standards are adopted, with those standards maintaining at minimum the federal requirements.

Revises the definition of "developmental disability" in the Lanterman Developmental Disabilities Services Act to replace "mental retardation" with "intellectual disability" and updates related language throughout the statute.

Maintains existing requirements that hospice facilities meet fire protection standards, operate under local building department jurisdiction, and submit evidence of building code compliance with license applications.
