• Amends Government Code Section 8880.30 to permit independent lottery contractors to witness drawings via live audio and video feed in addition to in-person witnessing.

• Allows equipment inspections for lottery drawings to be conducted in person or via live audio and video feed by the independent contractor and lottery employee before and after drawings.

• Requires all drawings and equipment inspections to be both audio and video recorded.

• Declares the bill furthers the purpose of the California State Lottery Act of 1984 (Proposition 37) to satisfy the 2/3 vote requirement for changes to the initiative measure.

• Takes effect immediately as an urgency statute to regulate out-of-state lottery games and facilitate additional lottery games the state anticipates participating in.
