Revises the definition of "veteran" for veterans' club licenses to include those who served in the U.S. Army, Navy, Air Force, Marine Corps, Coast Guard, American Red Cross, or Armed Forces expeditions with an honorable discharge.

Allows the Department of Alcoholic Beverage Control to issue duplicate public warehouse licenses for each additional warehouse operated by a licensee at a fee of $1 per duplicate.

Changes intercounty transfer limitations for on-sale and off-sale licenses to restrict consideration to no more than the original fee paid for the license for five years after transfer, with no restrictions after five years.

Expands the prohibition on off-sale licensees delivering alcoholic beverages without age and identity verification to include orders received via telephone or other electronic means.

Specifies that no state reimbursement is required for local agencies or school districts implementing this act.
