Extends the Los Angeles County Recorder's authorization to mail notices of recordation for deeds, quitclaim deeds, and deeds of trust within 30 days, and notices of default or sale within 14 days (reduced from 20 days) until January 1, 2020 instead of January 1, 2015.

Authorizes the County Recorder to collect a fee not exceeding $7 from parties filing deeds, quitclaim deeds, deeds of trust, notices of default, or notices of sale (except government entities) to cover mailing costs and homeowner assistance programs, extended until January 1, 2020.

Requires the Los Angeles County Board of Supervisors to adopt an authorizing resolution before implementing the notification program and requires the county to submit a detailed report by January 1, 2019 to the Legislature evaluating program effectiveness, fraud prevention outcomes, and cost-effectiveness compared to other counties.

Limits administrative costs incurred by the recorder to no more than 10 percent of the total fee collected under the program.
