Authorizes the City of Escalon to sell parcels 247-130-34 and 247-130-35 located at 19401 Dahlin Road in San Joaquin County, subject to specified conditions and department approval.

Requires the city to comply with Public Resources Code Section 5096.343 and submit a proposal to the Department of Parks and Recreation demonstrating compliance with the Villaraigosa-Keeley Act requirements.

Mandates submission of a comprehensive proposal including sale prices, property appraisals, third-party appraisal reviews, replacement property information, and a commitment to develop replacement property for recreational purposes.

Prohibits the sale and purchase of replacement property until the Department of Parks and Recreation determines all required conditions have been met and the replacement property value equals or exceeds the original grant amount or fair market value.

Takes effect immediately as an urgency statute to facilitate timely use of grant funds and parkland development in Escalon.
