Requires the Office of Statewide Health Planning and Development to publish annually on July 1 risk-adjusted outcome reports for coronary artery bypass graft surgeries and heart valve repair and replacement surgeries performed in California.

Requires publication of risk-adjusted outcome reports for percutaneous cardiac interventions and transcatheter valve procedures beginning July 1, 2015, comparing outcomes by hospital and physician every other year.

Increases clinical panel membership from 9 to 12 members and specifies new composition requirements, including 3 members from the California Hospital Association and representatives from the California Society of Thoracic Surgeons and American College of Cardiology.

Requires that one clinical panel appointee be an interventionalist and member of the Society of Angiography for coronary artery bypass and heart valve panels.

Establishes a joint subpanel to review all heart valve repair and replacement procedures performed using either surgical or transcatheter methods, comprised of members from both the coronary artery bypass and percutaneous cardiac intervention panels.
