Authorizes sheriffs to offer a voluntary program allowing prisoners to remain in custody for up to 16 additional hours or until normal business hours (whichever is shorter) upon sentence completion or court-ordered release to facilitate daytime discharge or treatment center placement.

Prisoners may revoke consent to participate in the program and must be discharged as soon as practicable if they do so.

Clarifies that the program does not prevent early release of prisoners otherwise allowed by law and does not extend jail retention beyond what is legally required without express written prisoner consent.

Requires prisoners who post bail and participate in the program to notify their bail agent as soon as possible and allows participating prisoners telephone access to arrange transportation or notify bail agents.

Designates offering this voluntary program as a discretionary act under Government Code Section 820.2, providing public employee immunity from civil liability.
