Allocates $15 million from the 2014 Budget Act to the State Department of Education for professional development stipends for teachers, administered by local planning councils.

First priority funds stipends for transitional kindergarten teachers to complete at least 24 units in early childhood education or child development.

Second priority funds stipends for California state preschool program teachers for credit-bearing coursework in early childhood education and child development.

Allocates an additional $10 million for other professional development projects for transitional kindergarten and preschool teachers, including training on California Preschool Learning Foundations.

Requires the State Department of Education to consult with California Community Colleges, California State University, resource and referral programs, and local planning councils in administering the provisions.
