Adds Section 999.7 to the Military and Veterans Code requiring awarding departments to report annual expenditures on disabled veteran business enterprises to the Department of General Services.

Requires the Department of General Services to include disabled veteran business enterprise expenditure data in its annual contracting activity report, commencing with the 2015-16 fiscal year.

Mandates awarding departments report expenditures for disabled veteran business enterprises working as prime contractors based on amounts paid during the fiscal year, with supporting accounting records and documentation.

Requires awarding departments to obtain joint certification from both prime contractors and disabled veteran business enterprise subcontractors to report subcontractor expenditures, with the Department of General Services developing a standardized certification form by July 1, 2015.

Requires awarding departments to develop policies and procedures ensuring accuracy, completeness, and verifiability of reported expenditure amounts against accounting records and subcontractor certifications.
