Requires each local educational agency to develop and implement a comprehensive bullying prevention policy in collaboration with stakeholders including school administrators, staff, pupils, families, and community members.

Mandates policies include procedures for referring bullying victims to counseling and mental health services, mandatory training for certificated employees on bullying prevention and response, and documentation of all bullying incidents and responsive actions.

Requires local educational agencies to report aggregated bullying incident documentation to the State Department of Education without including personally identifiable student information.

Establishes state policy that all forms of bullying are unacceptable and must be taken seriously by administrators, staff, pupils, and families.

Creates a state-mandated local program with provisions for state reimbursement of costs if determined by the Commission on State Mandates.
