Appropriates $1,855,000 annually from the General Fund to the University of California, beginning in fiscal year 2015-16, to expand the San Joaquin Valley PRIME (Program in Medical Education) program.

Expansion will allow PRIME to admit up to 12 students per year with up to 48 total student participants across the four-year curriculum annually.

Expresses legislative findings that the San Joaquin Valley faces a physician shortage with access to health care 31 percent lower than the rest of California, and that several areas are federally designated Medically Underserved Areas.

Removes previous appropriation of $1,000,000 for a two-year planning effort toward establishing a separate traditional medical school at UC Merced (struck language).
