Authorizes law enforcement agencies to request copies of information or data maintained by the Department of Justice relating to the Violent Crime Information Center.

Permits law enforcement to access Department of Justice resources for the purpose of linking unsolved missing or unidentified person cases that were previously unknown to be related.

Clarifies that local law enforcement agencies from all California jurisdictions may request existing information and data from the Department of Justice to help resolve unsolved missing and unidentified persons cases.

Findings indicate 68 percent of suspects in child abduction cases were known to the victim, and there is a high probability that unsolved cases across jurisdictions may be linked together.

Contingently includes conforming changes if Senate Bill 1066 of the 2013-14 Regular Session is enacted and renumbers specified Penal Code sections.
