Authorizes personal representatives of decedents' estates to request access to electronic mail accounts and copies of account content from electronic communication service providers or remote computer services

Requires personal representatives to provide service providers with a certified copy of the court appointment order, the decedent's death certificate, a written access request, and a probate court order designating the representative as an agent and requiring the estate to indemnify the service provider

Limits access provision to decedents who were domiciled in California at the time of death and makes access subject to copyright law and applicable service agreement terms

Removes prior provisions relating to Internet privacy policies for commercial websites and online services that collect personal information from California consumers
