Authorizes transfer of funds from the Local Airport Loan Account to the Aeronautics Account for the California Aid to Airports Program when balance exceeds projected needs, with transfers not reducing the account below $5,000,000.

Requires the Department of Transportation to conduct a study by January 1, 2016, on adjusting the amount of motor vehicle fuel tax transferred to the Off-Highway Vehicle Trust Fund, considering registration numbers, vehicle usage, and recreation area attendance.

Modifies state transportation improvement program rules to prevent project cost changes that are within 20% of the amount reported at time of allocation for actual right-of-way costs at acceptance of a project construction contract.

Increases the number of distinctive identifiers (decals/labels) for clean-emission vehicles authorized to use high-occupancy vehicle (HOV) lanes from 40,000 to 55,000.

Appropriates $4,934,000 from the Motor Vehicle Account to the California Highway Patrol to replace 12 dispatch radio consoles at two communication centers and extends Fresno County's maintenance of effort compliance deadline to June 30, 2020.
