• Revises prevailing wage requirements for public works by creating a contractor registration system with $300 initial fee and annual renewal fees, effective April 1, 2015, to fund Department of Industrial Relations monitoring and enforcement activities.

• Transfers state records management responsibilities from Department of General Services to Secretary of State, changes the "Keeper of Archives" title to "Chief of Archives," and establishes comprehensive State Records Management Act provisions.

• Creates the Financial Information System for California (FISCal) Act establishing governance, funding mechanisms, background check requirements for personnel with data access, and a FISCal Service Center to assume operational responsibility upon full system implementation.

• Reorganizes Public Employees' Retirement System health benefit contributions by consolidating accounts within the Public Employees' Contingency Reserve Fund and establishing continuous appropriations for state and contracting agency contributions.

• Appropriates $2,000,000 from General Fund to Governor's Office of Business and Economic Development for Small Business Development Center Network Program and makes various other budget-related adjustments to school facilities funding, housing programs, and state administrative costs.
