• Lumber/Wood Product Assessment: Codifies a 1% assessment on lumber and engineered wood products, with retailers retaining up to $735 per location for collection costs; revenues fund forest restoration programs with priority given to fisheries restoration and state conservancies.

• Oil Spill Prevention Expansion: Expands oil spill prevention and response requirements to cover all state waters (not just coastal/marine waters); increases the Oil Spill Technical Advisory Committee from 10 to 14 members and extends funding deadlines through June 30, 2017.

• Drinking Water Administration Transfer: Transfers drinking water program authority from the State Department of Public Health to the State Water Resources Control Board, effective July 1, 2014, to consolidate water quality and drinking water functions.
