SB 863 Summary

• Authorizes the Department of Corrections and Rehabilitation (CDCR) to participate with counties and the State Public Works Board in financing, acquiring, designing, and constructing adult local criminal justice facilities.

• Allows the State Public Works Board to issue up to $500,000,000 in revenue bonds, notes, or bond anticipation notes to finance approved adult local criminal justice facilities, with proceeds continuously appropriated for these purposes.

• Requires the BSCC, CDCR (or BSCC alone), participating counties, and the State Public Works Board to enter into agreements establishing performance expectations, financing guidelines, and ongoing maintenance and staffing responsibilities.

• Establishes minimum standards for facility approval including documentation of need, staffing plans, architectural compliance, environmental review, and requires participating counties to contribute a minimum of 10 percent of total project costs.

• Takes effect immediately as a budget-related appropriations bill.
