Appropriates $554,092,510 from the General Fund for the 2013-14 fiscal year as an augmentation to Item 9840-001-0001 of the Budget Act of 2013.

Allocates funds across multiple budget categories including $285,794,000 for medical care and services benefits, $238,957,000 for additional medical care services, and smaller amounts for fiscal intermediary management and county administration.

Requires the Controller to distribute the appropriated funds according to a specified allocation schedule across eight separate line items and schedules.

Any unencumbered balances remaining as of June 30, 2014 shall revert to the General Fund.

Takes effect immediately as a budget bill under the California Constitution.
