Establishes state policy that groundwater resources must be managed sustainably, defined as long-term management providing multiple benefits without causing overdraft, land subsidence, ecosystem degradation, or water quality decline.

Requires sustainable groundwater management to include development and implementation of local water budgets, plans, and programs based on best available science, monitoring, and forecasting.

Appropriates $4,500 from the General Fund to the State Water Resources Control Board for administrative costs during the 2014-15 fiscal year.

Declares the act takes effect immediately as a budget-related appropriation bill.
