• Authorizes up to 4 HIV/Hepatitis C screening demonstration projects operating for up to 2 years to provide outreach and linkage to healthcare for vulnerable and underserved populations, with department review of effectiveness for potential statewide expansion.

• Establishes 3-year pilot program in Los Angeles County allowing school districts to provide vision care services (examinations and eyeglasses) to Medi-Cal students through mobile vision providers at school sites.

• Changes PACE program capitation rates from 90% to 95% of fee-for-service equivalent costs effective April 1, 2015, and modifies pharmaceutical rebate calculations to include health plan utilization data starting July 1, 2014.

• Provides behavioral health treatment as a covered Medi-Cal service for individuals under 21 only upon federal requirement and approval, with necessary state funding appropriation and stakeholder consultation.

• Appropriates $3.2 million from the Major Risk Medical Insurance Fund for agricultural employee health plans and $3.75 million for electronic health records technical assistance.
