• Exempts water pollution control and safe drinking water revolving fund projects from state project prohibitions on private design-build-finance-operate agreements through December 31, 2019.

• Reauthorizes $10,000,000 from the Housing Rehabilitation Loan Fund for housing rental subsidies to persons experiencing homelessness or economic hardship due to drought conditions.

• Authorizes the Department of Parks and Recreation to enter into a restoration agreement with the Leland Stanford Mansion Foundation for restoration of the front staircase at the Leland Stanford Mansion State Historical Park.

• Creates a subaccount within the State Energy Conservation Assistance Account to track loans made with Greenhouse Gas Reduction Fund transfers, limited to projects in state agency or higher education buildings.

• Increases the cap on state spending for San Clemente Dam removal or alteration from $25,000,000 to $30,000,000 and extends the deadline for liquidating drought emergency drinking water grant funds to June 30, 2018.
